Consumption models for service projects

Most but not all of out service projects and end consumers of OpenStack projects/libraraies but some are in turn consumed for example horison is consumed by dashbord plugins, neutron my networking drivers and ceilometer by projects that want to provide customer metrics/reporting.   Several of these have already defined libraries (neturon-lib, ironic-lib and octavia-lib)  The prupose of this discussion will be to discuss the issues from these consumption models and the impacts on the project, requirements and release teams.

We'll also look at the issues with publishing to, and conuming from pypi for service projects.
