Problem:

There are various oslo.messaging backend drivers, people get slightly confused about the way those drivers work internally and what they can expect in terms of reliability, capabilities and what really happens when they do a cast or call.

Let's try to see if we can fix this confusion, via some agreed upon mechanism/changes.
