Change ownership of resources - followup

As a public cloud operator we often get the question of changing the ownership of resources, especially VMs. With that said, changing ownership of a VM is of course possible today, with snapshot. End users does not seam very happy with that answer, and they would like to have amore "cloudy way" of doing that. Last time we met in Denver we came quite far in the discussions to find a minimum viable solution, some teams discussed this further during the following PTG team meetings. So, time to follow up on this, what has happened since last time, what has changed and how can we move forward on this?
