Cloud-Native Design/Refactoring Across OpenStack (Part II)

Explore how to cleanly support cloud-native behaviors, such as standardized injectable configuration and common queryable health APIs in OpenStack components.  While this discussion isn't only about containers, these qualities will increase containerized OpenStack resiliency and simplify OpenStack-Helm charts. They will also improve the ability to run individual OpenStack services independently or in combination with other adjacent technologies. 

This is a continuation of the conversation in Boston where we discussed consistent service startup, health APIs to determine services ability to reach infrastructure, and other topics.
