What do operators want from the stable policy?

Many OpenStack projects adhere to the stable policy[1] The primary aim of which is to minimise the chance of regressions on releases versions of OpenStack.

This discussion will provide a forum to discuss how the current stable policy works for service and library projects and see if that matches what operators want. We'll attempt to capture what if any alterations are appropriate for 'deployment' projects (Kolla, OSA, TripleO etc)

This will NOT be a discussion on how we implement an LTS but the topic will certainly come up ;P
