Deployment tools: define common capabilities

Our community proposes a wealth of choice in deployment tools (good) but it's really hard to choose between them (bad). We should work to define common capabilities (supported versions, upgrades, component coverage...) that make it easier to compare them and get an idea of their respective capabilities. The end goal would be to expose those capabilities in the "Deployment/Lifecycle tools" part of www.openstack.org/software to expose them to our users. The question of listing 3rd-party deployment solutions (beyond the tools that are produced directly in our community) could also be discussed.
