Unified limits update and migration

The goal of this session is to serve as a checkpoint between operators and developers for the unified limits work across OpenStack.

There has been some additional work done in keystone to support limits for domains. There was also work done in the oslo.limit library, but there are still some details that we need to address. Specifically, we plan to go over the current state of the unified limits initiative, the migration required for operators, and the status of services that are adopting unified limits. We can use an existing Nova specification proposed by John Garbutt [0] to gather feedback and push adoption forward.
