Update on placement extraction from nova

If you haven't heard, the placement service code is being extracted out of the nova repo in Stein. This is going to require manual intervention during the upgrade to copy the placement-related data from the nova_api database (if you're not using the placement database configuration which was new in Rocky) and setup a separate placement config file. Some of that work is being done for upstream CI jobs using devstack and grenade. Once that is working, we need deployment projects like TripleO and OpenStack-Ansible to work on the same upgrade tooling.

There are two goals for this session:

a) Make operators aware of the coming change if they were not at the PTG to hear about it sooner and give them a chance to ask questions.

b) Go over the latest status between the nova/placement/deployment teams to see what still needs work.
