Per section 4.1(b) of the <a href=\"http:\/\/wiki.openstack.org\/Governance\/Foundation\/Bylaws\">OpenStack Foundation bylaws<\/a>, the Technical Committee (\u201cTC\u201d) is a technical meritocracy managing all the technical matters relating to OpenStack.
